15日在上海合作組織成員國(guó)首腦理事會(huì)第十三次會(huì)議上發(fā)表講話。全文如下：

Ladies and Gentlemen,

尊敬的馬西莫夫，尊敬的各位同事，女士們，先生們：

It is my great pleasure to attend this summit in Astana. Let me thank the Kazakh government for the excellent preparations and thoughtful arrangements made for this meeting. I also wish to extend, on behalf of the Chinese government and people, sincere congratulations to the Kazakh government and people on the 23rd anniversary of independence of Kazakhstan.

很高興來(lái)到阿斯塔納出席這次會(huì)議，感謝哈薩克斯坦為會(huì)議做的精心準(zhǔn)備和周到安排。在哈薩克斯坦獨(dú)立23周年之際，我代表中國(guó)和人民，向哈薩克斯坦和人民表示誠(chéng)摯祝賀！

Since last year's heads of government meeting in Tashkent, the SCO member states have, acting in the Shanghai Spirit, scored new achievements in cooperation in various fields. At the Dushanbe Summit last September, Chinese President Xi Jinping and leaders of other SCO member states put forward a number of significant initiatives to advance practical cooperation of the SCO. Currently, the international situation is complicated, development of various economies is becoming differentiated and certain regional turbulences have intensified. Given this backdrop, we need to further strengthen cooperation in the security and economic fields as well as in cultural and people-to-people exchanges so that we could seize opportunities and rise up to challenges.

去年塔什干會(huì)議以來(lái)，各成員國(guó)秉承“上海精神”，推動(dòng)各領(lǐng)域合作取得新進(jìn)展。在今年9月杜尚別峰會(huì)上，中國(guó)同其他上合成員國(guó)領(lǐng)導(dǎo)人為推進(jìn)本組織務(wù)實(shí)合作提出很多重要舉措。面對(duì)錯(cuò)綜復(fù)雜的國(guó)際形勢(shì)，我們應(yīng)抓住機(jī)遇，應(yīng)對(duì)挑戰(zhàn)，進(jìn)一步加強(qiáng)安全、經(jīng)濟(jì)、人文三大領(lǐng)域合作。

First, we need to forge a strong shield for regional security and stability.

一、筑牢地區(qū)安全穩(wěn)定屏障

The international political and economic situation is undergoing complex changes. China will stay committed to the path of peaceful development and be firm in its efforts to safeguard regional peace, stability and development. And China will work to increase synergy and collaboration with other countries to jointly promote world prosperity and stability. Security cooperation mechanisms need to be improved to oppose terrorism in all its manifestations. It is important that countries give support to the government of Afghanistan in its efforts to achieve early national reconciliation and economic reconstruction, as this is conducive to regional stability and serves the common interests of all countries.

當(dāng)前，世界政治、經(jīng)濟(jì)形勢(shì)都在發(fā)生復(fù)雜變化，不同經(jīng)濟(jì)體走勢(shì)分化，部分地區(qū)動(dòng)蕩加劇。中國(guó)將堅(jiān)定不移走和平發(fā)展道路，堅(jiān)定不移維護(hù)地區(qū)和平、穩(wěn)定與發(fā)展，愿與各國(guó)團(tuán)結(jié)協(xié)作，促進(jìn)世界繁榮穩(wěn)定。我們應(yīng)進(jìn)一步完善安全合作機(jī)制。各國(guó)應(yīng)支持阿富汗盡早實(shí)現(xiàn)民族和解和經(jīng)濟(jì)重建。這也有利于本地區(qū)穩(wěn)定，符合各國(guó)共同利益。

Second, we need to foster new highlights in regional cooperation.

二、打造區(qū)域合作新亮點(diǎn)

As global economic recovery faces difficulties and economic and trade growth of member states gets slowing down, we need to work together to realize industrial cooperation, trade and investment facilitation and financial cooperation, all at higher levels. We need to speed up regional economic integration, create new highlights for regional cooperation and foster new growth areas so as to ensure more dynamic economic growth.

在全球經(jīng)濟(jì)復(fù)蘇困難、各成員國(guó)經(jīng)濟(jì)和貿(mào)易增速放緩背景下，我們應(yīng)同舟共濟(jì)，共同推動(dòng)實(shí)現(xiàn)更高水平的產(chǎn)業(yè)合作、更高水平的貿(mào)易投資便利化、更高水平的金融合作，加快區(qū)域經(jīng)濟(jì)一體化進(jìn)程，為地區(qū)合作打造新的亮點(diǎn)，培育新的增長(zhǎng)點(diǎn)，為各國(guó)經(jīng)濟(jì)發(fā)展注入新的活力。

SCO member states are all at critical stage of development, when stabilizing growth and achieving structural adjustment and upgrading becomes important. Cooperation between various parties is now expanding from trade in natural resources and primary products to in-depth cooperation that involves equipment manufacturing and building of industrial parks. Countries in the region have a huge market demand and China, on its part, is rich in experience in infrastructure construction, has a strong equipment manufacturing capability and could provide cost-effective products. China wants to enhance cooperation with other SCO members in metallurgy, construction materials, transport, power generation, telecommunications, automobile assembling and food processing to complement each other's advantages and achieve win-win outcomes. China has reached agreement with Kazakhstan on conducting cooperation in production capacity and is open to similar cooperation with other parties of the SCO. Dialogue among SCO members could be stepped up on the platform of the SCO energy club so that we could deepen cooperation in energy processing, including oil refining, refined oil processing and in the coal chemical industry. At the same time, we may also encourage new energy projects such as wind, solar and hydro power projects, so as to jointly safeguard energy security. China's initiative to build a Silk Road Economic Belt has much in common with the development strategies of relevant SCO members. China hopes to strengthen consultation and cooperation with various parties to jointly promote industrial transformation and upgrading.

上合組織成員國(guó)都處在發(fā)展的關(guān)鍵時(shí)期，既要穩(wěn)增長(zhǎng)，又要調(diào)結(jié)構(gòu)、促升級(jí)。各方合作正在從自然資源和初級(jí)產(chǎn)品貿(mào)易拓展到裝備制造業(yè)、產(chǎn)業(yè)園區(qū)等領(lǐng)域的深度合作。本地區(qū)國(guó)家市場(chǎng)需求大，中國(guó)基礎(chǔ)設(shè)施建設(shè)經(jīng)驗(yàn)豐富，裝備制造能力強(qiáng)，產(chǎn)品性價(jià)比高，愿與成員國(guó)加強(qiáng)在冶金、建材、交通、電力、電信、汽車(chē)組裝和食品加工等方面合作，實(shí)現(xiàn)優(yōu)勢(shì)互補(bǔ)、互利共贏。此次中哈就開(kāi)展產(chǎn)能合作達(dá)成共識(shí)，中方愿同上合組織各方展開(kāi)類似合作。各成員國(guó)還應(yīng)在上合組織能源俱樂(lè)部平臺(tái)上加強(qiáng)對(duì)話，深化石油煉化、成品油加工、煤化工等能源加工領(lǐng)域合作，同時(shí)推進(jìn)風(fēng)能、太陽(yáng)能、水電等新能源項(xiàng)目，共同維護(hù)能源安全。中方提出的絲綢之路經(jīng)濟(jì)帶與上合組織有關(guān)國(guó)家的發(fā)展戰(zhàn)略是相銜接的。中方愿同各方加強(qiáng)磋商與合作，共同促進(jìn)產(chǎn)業(yè)轉(zhuǎn)型升級(jí)。

To establish a trade and investment facilitation mechanism that is results-oriented represents a general trend of economic development and regional cooperation of this region. The Program of multilateral trade and economic cooperation and the List of Activities on further development of joint projects signed by SCO member states need to be implemented in real earnest. China is ready to enhance policy coordination with other parties, reduce trade and investment barriers, widen market access and raise efficiency of customs clearance to ensure better flow of goods, technology, information and personnel. China will launch negotiations with Kazakhstan on a new investment protection treaty and is ready to increase imports from other member states to improve the trade balance. Different trade institutions and arrangements in the region may well complement each other, and China supports the SCO in setting up a dialogue with the Eurasian Economic Commission to jointly study how to tackle new problems occurring under new conditions of regional integration.

建立能夠發(fā)揮實(shí)際效能的貿(mào)易和投資便利化機(jī)制，是本地區(qū)經(jīng)濟(jì)發(fā)展和區(qū)域合作的大趨勢(shì)。上合組織成員國(guó)已簽署了成員國(guó)多邊經(jīng)貿(mào)合作綱要及推進(jìn)項(xiàng)目合作措施清單，應(yīng)當(dāng)予以落實(shí)。中方愿同各方加強(qiáng)政策協(xié)調(diào)，減少貿(mào)易和投資壁壘，進(jìn)一步擴(kuò)大市場(chǎng)準(zhǔn)入，提高效率，切實(shí)使商品、技術(shù)、信息、人員往來(lái)更加通暢。中方將與哈薩克斯坦啟動(dòng)新版投資保護(hù)協(xié)定談判，愿意擴(kuò)大從成員國(guó)的進(jìn)口，積極促進(jìn)貿(mào)易平衡。本地區(qū)不同經(jīng)貿(mào)制度安排完全可以相互補(bǔ)充、相得益彰，中方支持上合組織與歐亞經(jīng)濟(jì)委員會(huì)建立對(duì)話，共同研究解決區(qū)域一體化進(jìn)程中的新形勢(shì)新問(wèn)題。

Funding support is necessary for both development and construction projects. China will officially start selection of the first batch of projects under the China-Eurasian Economic Cooperation Foundation, and China is open to the establishment of bilateral underlying funds to support the implementation of economic projects within the region. At the same time, it is necessary to bring into better play the role of such funds as the Silk Road Foundation. We hope that SCO member states will reach consensus to steadily advance the process of establishing an SCO development bank, which will serve as a long-term and stable financing platform of the region. China supports the Kazakh proposal of increasing currency swap and trade settlement in local currencies between SCO member states.

建設(shè)和發(fā)展都需要資金支撐。中方將正式啟動(dòng)中國(guó)－歐亞經(jīng)濟(jì)合作基金首批項(xiàng)目遴選，并愿與各方設(shè)立雙邊子基金，支持區(qū)域內(nèi)經(jīng)濟(jì)項(xiàng)目實(shí)施。同時(shí)，更好發(fā)揮“絲路基金”等資金的作用。我們希望上合組織各成員協(xié)商一致，穩(wěn)妥推進(jìn)組建上合組織開(kāi)發(fā)銀行進(jìn)程，為本地區(qū)建立長(zhǎng)期穩(wěn)定的融資平臺(tái)。中方支持哈方提出的上合組織成員國(guó)擴(kuò)大貨幣互換和本幣結(jié)算的建議。

Third, we need to focus more on cooperation for people's livelihood and in cultural and people-to-people exchanges.

三、更加注重民生和人文交流合作

The ultimate purpose of deepening security, trade and investment cooperation is to make life better for our peoples. China proposes that the SCO pay more attention to people's livelihood, promote cooperation in projects related to people's livelihood and create more job opportunities to deliver real benefits to the people. China is ready to deepen agricultural cooperation with other member states, explore the establishment of a unified information platform for food and agricultural products and work for an SCO food security cooperation mechanism to be launched. China plans to allocate US$50 million for the SCO's popularization of agricultural technologies and personnel training and hopes that such cooperation will bring more benefits to farmers and herdsmen of various countries. China is now working on a plan of green Silk Road envoys and will be happy to offer training in environmental protection to countries along the Silk Road. Cooperation in public health needs to be stepped up and efficient joint prevention and control mechanisms for infectious diseases need to be set up. As far as this is concerned, China stands ready to provide health assistance to Central Asian countries within its capability.

深化安全合作和經(jīng)貿(mào)投資合作，從根本上都是為了改善各國(guó)民生。中方建議上合組織增加更多的民生議題，推動(dòng)更多民生項(xiàng)目合作，創(chuàng)造更多就業(yè)機(jī)會(huì)，讓各國(guó)人民切實(shí)從中受益。中國(guó)愿與各成員國(guó)深化農(nóng)業(yè)合作，探討建立統(tǒng)一的糧食和農(nóng)產(chǎn)品信息平臺(tái)，推動(dòng)建立上合組織糧食安全合作機(jī)制。中方計(jì)劃出資5000萬(wàn)美元用于上合組織農(nóng)技推廣和人員培訓(xùn)，希望這方面合作更多惠及各國(guó)農(nóng)牧民。中國(guó)正在制定“綠色絲路使者計(jì)劃”，愿為沿線各國(guó)提供環(huán)保培訓(xùn)。我們應(yīng)加強(qiáng)公共衛(wèi)生合作，建立的傳染病聯(lián)防聯(lián)控機(jī)制，中方愿為中亞國(guó)家提供力所能及的衛(wèi)生援助。

As we Chinese often say, when watering flowers, make sure that water goes down deep to the roots; and when making friends, remember that best friends are those whose hearts are close. Countries need to intensify cultural and people-to-people exchanges to increase communication and mutual understanding among the people. Heart-to-heart communication will bring us closer to each other, enhance popular support for the SCO and make the concept of win-win cooperation a consensus of people of all member states. I hope that member states will actively foster friendly exchanges between various sectors, especially between our young people. Measures could be taken to simplify procedures for the application of visas and work and residence permits so as to facilitate people-to-people exchanges.

中國(guó)人常說(shuō)，澆花澆根，交人交心。各國(guó)應(yīng)加強(qiáng)人文交流，增進(jìn)人民之間的溝通了解，通過(guò)交心使我們走得更近，使本組織發(fā)展深入人心，使合作共贏的理念成為各國(guó)人民的共識(shí)。希望各成員國(guó)積極開(kāi)展社會(huì)各界特別是青少年一代的友好交往，簡(jiǎn)化簽證申請(qǐng)、勞務(wù)許可、居留等手續(xù)，為人員往來(lái)提供更多便利。

各位同事，

As it stands today, the SCO has become an important force for peace, development and cooperation on the Eurasian land bridge. Member states need to bear in mind their common responsibilities and mission, make joint and solid efforts and contribute more to safeguarding regional security and stability and promoting common prosperity and development. China supports Russia in all the work it undertakes as chair of the SCO in 2015. As host of the 14th meeting of the Council of Heads of Government of the SCO, China would like to invite all the leaders to go to China to attend the meeting next year.

上海合作組織已經(jīng)成為亞歐大陸橋上一支重要的和平發(fā)展合作的力量。各成員國(guó)應(yīng)秉承共同責(zé)任和使命，同心協(xié)力，腳踏實(shí)地，為維護(hù)地區(qū)安全穩(wěn)定、促進(jìn)共同繁榮發(fā)展做出更大貢獻(xiàn)。中國(guó)支持俄羅斯在2015年擔(dān)任上合組織國(guó)的各項(xiàng)工作。中國(guó)作為上合組織成員國(guó)首腦理事會(huì)第十四次會(huì)議的東道國(guó)，愿邀請(qǐng)各國(guó)領(lǐng)導(dǎo)人明年到中國(guó)出席會(huì)議。
