The Four Freedoms(Franklin D. Roosevelt)

　　In the future days, which we seek to make secure, we look forward to a world founded upon four essential human freedoms.

　　我們力求安定的未來(lái)日子里,我們期待一個(gè)以人類(lèi)四大基本自由為基礎(chǔ)的世界.

　　The first is freedom of speech and expression - everywhere in the world.

　　第*是在全世界任何地方發(fā)表言論和表達(dá)意見(jiàn)的自由。

　　The second is freedom of every person to worship God in his own way everywhere in the world.

　　第二是在全世界任何地方，人人有以自己的方式來(lái)崇拜上帝的自由。

　　The third is freedom from want, which, translated into world terms, means economic understandings which will secure to every nation a healthy peacetime life for its inhabitants - everywhere in the world.

　　第三是不虞匱乏的自由－－這種自由，就世界范圍來(lái)講，就是一種經(jīng)濟(jì)上的融洽關(guān)系，它將保證全世界每一個(gè)國(guó)家的居民都過(guò)健全的、和平時(shí)期的生活。

　　The fourth is freedom from fear, which, translated into world terms, means a world-wide reduction of armaments to such a point and in such a thorough fashion that no nation will be in a position to commit an act of physical aggression against any neighbor - anywhere in the world.

　　第四是免除恐懼的自由－－這種自由，就世界范圍來(lái)講，就是世界性的裁減軍備，要以一種徹底的方法把它裁減到這樣的程度：務(wù)使世界上沒(méi)有一個(gè)國(guó)家有能力向全世界任何地區(qū)的任何鄰國(guó)進(jìn)行武力侵略。

　　That is no vision of a distant millennium. It is a definite basis for a kind of world attainable in our own time and generation. That kind of world is the very antithesis of the so-called “new order” of tyranny which the dictators seek to create with the crash of a bomb.

　　這絕不是對(duì)遙遠(yuǎn)未來(lái)的幻想。在我們這個(gè)時(shí)代，我們這代人就可以在這一實(shí)實(shí)在在的基礎(chǔ)之上，建立起一個(gè)新的世界。這個(gè)世界是與者們想用炸彈炸出來(lái)的所謂新秩序截然相反的。

　　Since the beginning of our American history we have been engaged in change, in a perpetual, peaceful revolution, a revolution which goes on steadily, quietly, adjusting itself to changing conditions without the concentration camp or the quicklime in the ditch. The world order which we seek is the cooperation of free countries, working together in a friendly, civilized society.

　　自美國(guó)有史以來(lái)，我們一直致力于變革。這是一種從未間斷的和平革命，一種扎實(shí)漸進(jìn)的革命，悄然地進(jìn)行調(diào)整，以適應(yīng)變化多端的形勢(shì)，沒(méi)有集中營(yíng)，也沒(méi)有萬(wàn)人坑。我們所追求的世界新秩序是自由國(guó)家之間的合作，是自由國(guó)家在一個(gè)友好、文明的世界里同心協(xié)力，共同努力。

　　This nation has placed its destiny in the hands and heads and hearts of its millions of free men and women, and its faith in freedom under the guidance of God. Freedom means the supremacy of human rights everywhere. Our support goes to those who struggle to gain those rights and keep them. Our strength is our unity of purpose.

　　我們的國(guó)家已經(jīng)將它的命運(yùn)交到她千百萬(wàn)自由男女的手里、腦里和心里。她已將她對(duì)于自由的信仰交由上帝指引。自由意味著在任何地方，人權(quán)高于一切。我們支持一切為爭(zhēng)取、捍衛(wèi)這種權(quán)力而斗爭(zhēng)的人們。我們的力量就在于我們目標(biāo)一致。

　　To that high concept there can be no end save victory.
